无规矩不成方圆，每一项运动都需要相应的规则来规范。1744年，爱丁堡高尔夫球友荣誉协会起草了第一份《高尔夫球规则》，之后经过两百多年的发展，高尔夫运动的规则从混乱到有序，从独立到统一。回顾历史长河，这中间又发生了什么样的故事。
尚存的最古老的书面版《高尔夫球规则》是爱丁堡高尔夫球友荣誉协会（Honorable Company of Edinburgh Golfers）的成员于1744年专为爱丁堡Silver Club年度高尔夫挑战赛制定的章程。之后，皇家古老高尔夫俱乐部（R&A）又于1754年为Silver Club比赛重写规则，逐词逐句修改了早期的爱丁堡版本。不知为何，1744版《高尔夫球规则》遗失了很多年，以至于大家普遍认为1754年R&A制定的规则是已知的最老的版本。
事实上，美国高尔夫球协会（USGA）成立之初，所有的高尔夫历史学家也以为R&A制定的章程是最早的《高尔夫球规则》。直到1937年，一位名叫C.B. Clapcott的英国退休公务员才在爱丁堡高尔夫球友荣誉协会的会议记录簿的最后两页发现了1744年起草的《高尔夫球规则》，内容包括13条原始规则以及John Rattray的签名。
Play the ball as it lies, play the course as you find it, and if you cannot do either, do what is fair.
十九世纪初，其他高尔夫俱乐部也开始制定属于自己的高尔夫球规则。然而，随着时间的流逝，这些高尔夫球规则的差异越来越大。而由此引发的最严重的问题是1807年7月18日发生在布伦茨菲尔德Burgess高尔夫俱乐部的奖牌争夺战。当时，其中一位选手的落球位置恰好处于其他选手的球位和球洞之间，也就是“妨碍球”问题。如果按照Leith的规则，选手可以像现在一样移开自己的球，但按照Brunonian的规则，选手不仅不能移动前方的球，还必须绕开前方的球，并防止打到其它球而受到惩罚。 最后，弗朗西斯·布雷德伍德虽然用Leith的规则移开了对手的球获得冠军，但仍然存在异议。随后，比赛被裁定于1807年8月1日重赛，并实施Leith规则。事情到这里远没有结束，许多俱乐部的会员继续抗议，该俱乐部不得不将比赛分为两部分，分别采用Leith和Brunonian的规则。整个事件直到1809年4月达成和解方才落幕。
二十世纪，除了上文提到的Leith与Brunonian，Blackheath、Bruntsfield Links、Burntisland、Dunbar、Glasgow、Haddington、Innerleven、Leith Thistle、Montrose、Musselburgh、North Berwick、Perth、RIoW、Royal Wimbledon、Tantallon也制定了自己的高尔夫球规则，其中最著名的就是1824年的Thistle Golf Club Rules。
1897年，英国皇家古老高尔夫俱乐部应众多高尔夫俱乐部的要求，成立了高尔夫球规则协会，承担起为高球界定期审核和修订《高尔夫球规则》的责任，并于1899年出版了第一套规则。
随后，1894年创立的美国高尔夫球协会（USGA）也采用了1899年R&A发布的《高尔夫球规则》，并于1900年开始在美国出版。除美国和墨西哥外，其他国家的高尔夫球协会在遇到有关高尔夫球规则的问题时，仍然认可R&A的管辖权。1900年后的五十年间，R&A和USGA独立运作，但1952年后，双方开始共同审核和修订《高尔夫球规则》。
1744版《高尔夫球规则》
The First Rules of Golf
1. You must Tee your Ball within a Club's length of the Hole.
2. Your Tee must be upon the Ground.
3. You are not to change the Ball which you Strike off the Tee.
4. You are not to remove Stones, Bones or any Break Club, for the sake of playing your Ball, Except upon the fair Green and that only / within a Club's length of your Ball.
5. If your Ball comes among water, or any watery filth, you are at liberty to take out your Ball & bringing it behind the hazard and Teeing it, you may play it with any Club and allow your Adversary a Stroke for so getting out your Ball.
6. If your Balls be found any where touching one another, You are to lift the first Ball, till you play the last.
7. At Holing, you are to play your Ball honestly for the Hole, and not to play upon your Adversary's Ball, not lying in your way to the Hole.
8. If you should lose your Ball, by it's being taken up, or any other way, you are to go back to the Spot, where you struck last, & drop another Ball, And allow your adversary a Stroke for the misfortune.
9. No man at Holing his Ball, is to be allowed, to mark his way to the Hole with his Club, or anything else.
10. If a Ball be stopp’d by any Person, Horse, Dog or anything else, The Ball so stop'd must be play'd where it lies.
11. If you draw your Club in Order to Strike, & proceed so far in the Stroke as to be e Accounted a Stroke.
12. He whose Ball lies farthest from the Hole is obliged to play first.
13. Neither Trench, Ditch or Dyke, made for the preservation of the Links, nor the Scholar's Holes, or the Soldier's Lines, Shall be accounted a Hazard; But the Ball is to be taken out teed /and play'd with any Iron Club.
